This proposal has been withdrawn. Many of the points people brought up on the mailing list were valid. I still hope the end goals (of making encryption transparent or simple for the user) can still be reached. But I doubt it will be in a desktop neutral manner. There are far too many differences between implementations to make it worthwhile.
