CIA.vc suffered catastrophic data loss a short while ago. Some projects on freedesktop.org were using them to get notifications to their IRC channel. I've now set up KGB, which is a similar service on our own infrastructure. If you want to have this enabled for your project, please file a ticket in bugzilla with information about which repositories should generate notifications sent to which IRC channel.
